This is the answer which only you can better tell yourself. If you love winters then we must tell you that Atal Tunnel is one of the most famous tourist spots if you want to experience snowfall. So, the best time to experience snowfall is between the months of December to March.

If you want to visit here by car and want a smooth drive then the months of April, May and June are suitable for you. But remember Rohtang Pass is closed in winters and so you can return to Manali by the Solang valley route only as Atal Tunnel connects Manali to Rohtang Pass, Keylong and Ladakh.  If you are asking for our recommendation then winter is the best time to visit Atal tunnel because of the scenic snowfall views.
